Russia and Vietnam signed an agreement on cooperation in the field of Communications, IT and Mass Communications

An agreement was signed between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on cooperation in the field of communications and information technology (IT) and mass communications. The signing took place during an official visit to the Russian Federation General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and after his meeting with Russian President Vladimir Putin.

On the part of the Russian Federation agreement signed by the head the Ministry of Communications of Russia Nikolai Nikiforov, from the Socialist Republic of Vietnam - Deputy Minister of Information and Communications Nguyen Minh Hong.

The agreement provides for the conditions for the smooth transportation of all types of mail, exchange of experience in the field of regulation of the telecommunications market of both countries, recording and sharing of the orbital-frequency resource satellites. As well as the development of a mechanism to create joint television and radio programs, training of specialists in the field of communications, IT and Communications, support for research, development and transfer of advanced technologies in the field of communications, IT and Communications and others. In addition, within the framework of cooperation countries will exchange information and experience on e-government to improve the efficiency of public administration.

Russian Ministry of Communications conducts systematic work on the development of the legal framework of bilateral cooperation in assigned areas. Earlier, in 2014, agreements were signed between the Russian Federation and other countries: the Republic of South Ossetia - on cooperation in the field of communication, with the Argentine Republic - Cooperation in the field of mass communications. This agreement was made possible start broadcasting Russian TV channel Russia Today on the territory of Argentina. Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the use of radio spectrum in the complex Baikonur provides mutual agreement permits the use of radio frequencies and radio frequency channels, establishes an agreed method of payment for the use of the radio spectrum. Signed with Norway and Denmark memoranda of understanding aimed at reducing tariffs for international telecommunication services in roaming between Russia and foreign countries.
