The decision to stop the state commission activity to eliminate the aftermaths of Saysano-Shushenskays HPP failure was taken during the meeting devoted to the issues of grid development in Siberia and Far East under the control of the President Vladimir Putin. The meeting took place at the station. The completion of station renovation will be held by RusHydro in a working regime.
“Taking into account the high quality and the schedule of renovation works and station modernization, I consider, that RusHydro is able too finish the program itself and I ask the State Commission to take the decision” – The Head of Commission Igor Sechin noticed in the report to the President.
The renovation of the largest HPP in Russia after the failure of 2009 is being held according to the Renovation works plan, taken by the State commission. At the present moment 6 hydraulic units with 3840 MW (60 % of the stated power) are being used. After the replacement of 3 hydraulic units and the setting of #2 unit in 2014 the renovation will be complete.
The service period of new units lasts up to 40 years, moreover, the maximum hydro turbine performance will be 96,6%. Its energetic and cavitation characteristics are improved. Turbines are also equipped with a more efficient system of technological protections that reflect the automatic shutdown of the unit in case of unacceptable deviations of the controlled parameters. As a result, the Sayano-Shushenskaya HPP will be fully equipped with new and modern equipment by 2014 that meets all the requirements of safety and security. The conclusions drawn after the failure of August 17, 2009 at the Sayano-Shushenskaya HPP, became the starting point of the rules changing that define the requirements to ensure the reliability and safety of hydropower facilities. As a result, the rules added more than a hundred amendments and changes, and the station renovation meets these requirements, which are being implied in all HPP of JSC "RusHydro" and will be likely used at all sites of hydropower Russia.
The government commission eliminating the aftermaths at the Sayano-Shushenskaya hydroelectric power station was established in September 2009 on the errand of Vladimir Putin. Nowadays the majority of the tasks assigned to the Commission is made (such as: the implementation of measures to eliminate the consequences of the accident, the solution of social problems of victims and victims’ family members , the stable energy supply to consumers of the Siberian energy).
