The opening section of the fourth issue of “Electric Energy. Transmission and distribution” magazine is “Accent" which focuses on two of the most interesting topics for specialists of the electric power industry.
The author of the first article “Multiagent technology is a new approach to the management of technological infrastructures” is Andrey Cherezov, Deputy Energy Minister of RUSSIA, Member of the Editorial Board of the magazine describes the control principle of Multiagent active-adaptive electric network and its functioning and development.
He believes that this principle appears to be the most appropriate in terms of the need for uniform technical policy, accessibility, reliability, survivability, efficiency and sustainable development of energy systems related to critical infrastructures.
The second story – interview with the head of the laboratory “Intellectual energy” of JINT (Joint Institute for High Temperatures), RAS, Vice-President of the Architectural Committee to establish IPS AAG at joint scientific and technical Council of JSC FGC UES and the Russian Academy of Sciences, Vladimir Dorofeev continues the theme of development of active-adaptive networks.
In his interview Dorofeev talks about the features of the architecture of intellectual power system with active-adaptive network and the necessary conditions for its introduction. The first step in this direction was the development of the concept of development of intellectual power system with active-adaptive network (PPS AAS).
This column includes reports from the Asia-Pacific Energy Forum (APEF-2013) which was held in Vladivostok in Russky island and from 21-th International Exhibition-Conference 2013 POWER-GEN Europe, Vienna, Austria, which held a seminar "Comparative evaluation of approaches to energy saving in Russia and Austria: the experience of the application of energy service contract mechanisms”, information support to this event was provided by magazine “ELECTRIC ENERGY. Transmission and distribution”. An important material in this category is the article related to reliable and efficient energy supply of XXVII World Summer Universiade in Kazan achieved by the highly professional work of the specialists of JSC "Grid Company" and JSC "Srednevolzhskselelectrosetstroj".
The section ends with interview with the President of the Organizing Committee of the World Energy Congress 2013 (WEC Daegu 2013) Cho Hwan-eik. Editor-in-Chief Ekaterina Guseva is a member of the Organizing Committee on preparation of participation of the Russian delegation in the WEC Daegu 2013.
One of the topical and important issues of electric power industry is the quality of planning and implementing investment programs. Deputy Chairman of the Board of JSC FGC UES on investment Valery Goncharov talks how to make an objective assessment of the effectiveness of these programs. He believes that "a significant increase in the volume of investment programs (IP) requires a revision of the requirements for the quality of planning and rethinking approaches to the assessment of the efficiency and quality of their implementation.
Widely practiced method of assessing when the actual deviation of the main indicators of the planned values within 5% (“method 5 %”) is considered to be valid stops to provide а complete picture under the increase of IP volume. A simple example: the amount of annual investment program grid is 8 billion rubles then IP shortfall of 5% is 400 million rubles, which is the same as the cost of a 110 kV substation or distribution network for four city blocks”. According to the author "when assessing the quality of investment planning it is necessary not only compare financial data to planned resulting from adjustments of IP for 1-3 months before the report but also with the initial plan approved earlier in the year. A specific indicator of the quality of planning also provides a number of adjustments in the planning period. Analyzing the relationship of time-error planning between the date of approval of the new version of the investment program and the reporting date you can also do very interesting and objective conclusions on the quality of planning ".
The heading "Innovation" highlights the implementation of the strategy and program of innovation development of the JSC "Russian railways" for the period up to 2015 which is the development of technical tools and technologies that meet world standards. JSC "RZhD" is one of the few Russian companies that in terms of investment in research and development is on a par with the leading railway companies in the world.
This section also describes the integrated remote power management and control “ARGUS” system for 0.4 kV electric networks which allows not only reducing commercial losses but also greatly reducing maintenance, repair and renovation costs of power grids. The Argus system was presented on August 15 at IDGC of Urals Technical Council. The technical Council of IDGC of Urals technical unit department heads gave the presented technical solutions high marks.
On June 20 at the Central Exhibition Complex within exhibition Electro-2013 framework a seminar-meeting "Necessary changes in the rules of technological connection” for heads of power grid companies was organized by the expert section "Electric Networks" of Advisory Council under the speaker of the State Duma Committee on energy, and the magazine “ELECTRIC ENERGY. Transmission and distribution”. This event is covered in the section "Technical connection".
Integrated power grid autumn-winter preparedness is a topical issue for every Russian region. The article “At high RPM” talks about how this period passes in the regions where the company IDGC of Centre and Privolzhie operates.
Under the heading "Forecast" we publish an article on the use of the technological complex GIS Meteo geographic – the information system showing the background map layers with different meteorological data. In connection with the Organization of meteorological service for the upcoming winter Olympic games Sochi-2014 "MapMakers Group Ltd" company made a refinement of the complex to work with high resolution data on geographical coordinates and time.
The magazine addressed another equally interesting theme – "Power quality Control". It revealed by the specialists of JSC «Firm ORGRES and IDGC of North-West".
In the center of standardization, metrology, certification and licensing of the "Firm ORGRES" believe that an effective means of measurements for the control and analysis of power quality are automated information-measuring systems that allow continuous monitoring of the quality of power.
The power quality control in "IDGC North-West" from 1 July 2014 will be under the new rules. Previously GOST 13109-97 was used and from 2014 new GOST 54149-2010 will be used which will tighten the requirements for the equipment, methods of measurement and on the whole will increase the responsibility of the grid organization to the customer.
The section "Overhead power lines" deals with 110 kV composite towers put into pilot operation in Western Siberia by "TyumenEnergo" and with the company development of ways to improve weather-based loading and reliability of overhead lines in the harsh conditions of the North, with the 20 kV network construction in Khanty-Mansiisk autonomous district by Yugorskaya Regional Electricity Grid Company and JSC “MZVA” new products for overhead transmission lines.
"TATKABEL» specialists’ article covers the complete "turnkey solutions" for high-voltage cable systems providing guarantee of quality and reliability to the customer.
Section “Substations” represents a comprehensive application article "Choosing surge arresters for protection of 6-35 kV power transformers neutral" written by authors from the St. Petersburg State Polytechnic University.
Application of network energy storages (NES) in electric power systems is a very relevant topic for today. NES are capable to reduce and level maximum daily curve, to level output power generated by renewable energy sources, to carry out backup power consumers and auxiliary power systems, reduce losses and improve power quality in grid, adjust the frequency to the mains. All these topics receive full coverage in the paper by Denis Zhuravlev, JSC «VNIIR».
Section “Equipment” covers TRANSFORMER GROUP and High-Voltage Union Concern developments.
Paper «SMART GRID: development, practice, problems" analyzes the development of the Smart Grid abroad and is considering projects to upgrade networks with due regard to the requirements of Smart Grid concept developed with the participation of the Non-Profit Organization “Energy Efficiency Agency of the Udmurt Republic” which within the concept of the development of intelligent active-adaptive networks developed pre-feasibility study for construction of 14 CHP at large objects of the Udmurt Republic and a number of other projects.
In the section «Intelligent light» RusEnergoMir Group of Companies’ specialist talk about the development of modern intelligent control systems of illumination.
In the paper "The ubiquitous consumer equipment with meters: Myth or Reality?" an analytical study "Energy saving: metering devices" by RBC.research is presented.
The section «Relay protection and Automation" examines the problems of the development of RPA which were discussed at the 4-th International Scientific and Technical Conference «Actual trends in development of power systems protection and automation”.
NP “ENERGOSTROY” continues to talk about the companies that are included in its structure. In this issue we introduce readers to the LLC “Regional power grid” which serves more than 30 settlements of Tynda and Zea areas of the Amur region as well as Hani settlement, Republic Of Sakha (Yakutia).
The heading "Trade shows, Conferences," presents a report from 22-th international exhibition" Elektro-2013" which not only allowed professionals to get acquainted with new trends and developments in the field of power and electrical engineering to evaluate technical level of equipment suppliers and consumers, to establish business contacts but also gave a powerful boost to the further development of global and domestic energy.
Industrial safety issues were discussed in Archangelsk at the meeting of Rosneft JSC. The work of the company in the field of industrial safety, labor and the environment was summed up here.
Magazine "ELECTRIC ENERGY. Transmission and distribution" organized an exhibition of products for oil industry as part of the meeting. Moreover section "Labor safety" presented the articles "Problems of training personnel for the protection of labor in power industry" and "The interaction for the sake of people's safety” by JSC FPG EnergoContract".
Considerable interest was generated by the interview of company DNV KEMA Energy & Sustainability – one of the largest centers for testing and certification of equipment for the electricity sector and the prospects for the conclusion of a Treaty on cooperation in the field of testing and certification of equipment with JSC R&D Center at FGC UES published under the heading "World experience"
A particular interest in this category is raised by the article "Renewable energy disturbs sustainability of German grid" which states that a high level of utilization of RES in Eastern Germany leads to instability as its own power grid and power systems of neighboring countries forcing companies to buy backup systems and generators to avoid replacement of equipment damaged during the power cuts.
